Starship 第十四次飞行测试的监管拼图基本集齐。据 Teslarati 与 Tesla Oracle 报道，SpaceX 已向 FCC 提交申报，明确 Flight 14 将执行该计划的**首次真正轨道入轨**——此前 13 次飞行均为亚轨道弹道，飞船在发射后一小时内再入。同时 FAA 也批准了上二级 Ship 41 的再入与**着陆回收捕获**授权，并作出「无重大环境影响」结论。发射窗口指向 9 月 15 日。
